The Board of Estimates and Apportionment of the City of New York adopts a “Building Zone Resolution”, outlining what type of buildings can be erected in what part of the city. According to that document, the very city block that Steinway brothers have chosen as the site for the new Steinway Hall, is designated residential, with “no business buildings allowed”. (Steinway & Sons will immediately attempt to revoke all agreements to purchase the houses on West 58 and 57th Streets. Hermann Biggs, the owner of the three 57th street houses, will sue Steinway & Sons: he has already made his tenants move out, expecting to sell his property to Steinway & Sons, and would lose money if the agreement is cancelled. “Biggs vs. Steinway” case will go on until 1920, and Steinway & Sons will lose.)
